Create a Site: step 4

When the user arrives at Step 4 they see a bunch of text and instruction bullets which, if they are paying attention, they will recognize from Step 1. Unfortunately there is new information at the bottom. If they close the browser window or navigate away, they will lose the page and not be able to get back. I recommend slimming down the page to a simple "Go you! Now go here..." confirmation page that takes them to a "get started" page with the same information that's there now.

"We received your request. Now we just need to review your information. If we have everything we need, we’ll email you instructions on how to start building your site within three business days.

"In the meantime, check out these tips for how to make your web site awesome." [link to the new page]

I agree and go beyond asking why would we even need to wait (that many business days) to be allowed to enter the environment. That many days later, the website may be just an old idea to test something.
Users could have instant access to the tools, while someone validate their request for site name. Meanwhile temporary site name could be used for testing purposes and default restricted permissions where necessary.
