login redirect causes issues with new account creations- skips the "create password" step

I was able to get it to work properly by adjusting the redirect rule to include the Events:
"After updating an existing user account "
"User account page is viewed"
and now it works for new users and returning users.
then just add the Action of a Page Redirect
