User Roles, unable to see newly added

We added a new role that's more editorial than site admin and not seeing under People, Update Options.

It does appear in the People filtering mechanism but not in the lower "Update Options."

I guessing this might have something to do with only having "content manager" role but not sure what this is happening content manager seems to have the right permissions to perform this task.

Have you checked your permissions (/admin/people/permassign) to make sure the site admins can assign those roles, by any chance? Creation of a new role puts a new listing under the "Role delegation" section, and you have to assign that permission to your site admins before they can give the new roles to other users.
